The Wind Festival is held once a year in Fula City, where people live together with the wind. Since long ago, on the final day of the festival, the legendary Pokémon Lugia will appear and bestow the blessings of the wind upon the people. This film is about everyone's stories, from Lisa (Risa), a high school girl who is just starting out as a Pokémon trainer, to Callahan (Kagachi), a guy who can't stop lying to Toren (Torito), a researcher who lacks confidence in himself, to Harriet (Hisui), an old lady who hates touching Pokémon, and Margo (Largo), a mysterious young girl who watches over the forest by herself.

The film focuses on the theme of a "human raised by Pokémon," instead of the previous films' focus of the "bond between a human trainer and their Pokémon."

A greedy collector, Lawrence III, wants to capture the legendary Pokémon, Lugia. But in order to do so, he must capture the Titans of Fire, Ice, and Lightning. Ash, Misty, and Tracey get caught up in the situation when they end up being washed ashore onto Shamouti Island. Soon after, Ash meets a girl named Melody who sends him into a mission where he must collect the 3 Orbs which will quell the fighting, but first Ash must gain help from the Beast of the Sea, Lugia, if he's to succeed.
