Year 198 of the Solar Era in Tokyo, special fire brigades are fighting against a phenomenon called spontaneous human combustion where human beings are turned into living infernos called "Infernals.” While the Infernals are first-generation cases of spontaneous human combustion, later generations possess the ability to manipulate flames while retaining human form. Shinra Kusakabe, a youth who gained the nickname Devil’s Footprints for his ability to ignite his feet at will, joins the Special Fire Force Company 8 which composes of other flames users as they work to extinguish any Infernals they encounter. As a faction that is creating Infernals appears, Shinra begins to uncover the truth behind a mysterious fire that caused the death of his family twelve years ago.

After discovering that his orphanage was on the brink of closing due to financial stress, Finn, who was living freely on the streets, set out for a casino with the aim of making a fortune. However, nothing could have prepared Finn for the nightmare that was awaiting him. Once there, Finn encountered a car chase and bloody shootout caused by a man's “lucky” card.
Finn will eventually learn what the shootout was about. The world order can be controlled by a set of 52 X-Playing cards with the power to bestow different superhuman powers and abilities to the ones that possess them. With these cards, people can access the hidden power of the “buddy” that can be found within themselves.

There is a secret group of players called High Card, who have been directly ordered by the king of Fourland to collect the cards that have been scattered throughout the kingdom, while moonlighting as employees of the luxury car maker Pinochle. Scouted to become the group's fifth member, Finn soon joins the players on a dangerous mission to find these cards.

However, Who's Who, the rival car maker obsessed with defeating Pinochle, and the Klondikes, the infamous Mafia family, stand in the way of the gang.

A frenzied battle amongst these card obsessed players, fueled by justice, desire, and revenge, is about to begin!

Among them is the dangerous, highly lethal drug "Anthem" which casts a dark shadow over the city. The SEVEN-O Special Crime Investigation Unit specializes in cracking down on Anthem. This unit operates in two man "buddy" teams in what's called the "Double Decker System" to tackle the problem. Doug Billingham is a seasoned investigator, and joining him is Kirill Vrubel, whose abilities are mysterious and unknown.



The first episode was distributed online through Bandai Channel and Crunchyroll on September 3, 2018. TV broadcast begins September 30, 2018.

In the ecologically-minded city of Fuuto, mysterious devices resembling USB flash drives called Gaia Memories are used by criminals and other interested parties to become monsters called Dopants, committing crimes with the police force powerless to stop them. To make matters worse, the Gaia Memories carry a dangerous toxin that cause their users to go insane to the point where they could die from the life-threatening devices. After the death of his boss, the self-proclaimed hard-boiled detective Shoutaro Hidari works with the mysterious Philip to investigate crimes which involve Dopants. Using their own Gaia Memories, Shoutaro and Philip use the Double Driver belts to transform and combine into Kamen Rider Double to fight the Dopant menace and keep Fuuto safe.

The story takes place in the town of Most City in a certain country. On the second floor of an old building is a publishing company that puts out a periodical called Delusional Monthly Magazine, a science magazine featuring articles about shocking, bizarre events and inexplicable phenomena that make even scientists throw up their hands in defeat. Its staff consists only of a beautiful editor-in-chief and her one editor, Tarou J. Suzuki, who are joined by grade-school-aged assistant Jirou Tanaka and his dog, Saburou. The editorial department is always empty, and Tarou, Jirou, and Saburou are usually hanging out in Rock, a coffee shop on the first floor. One day, the scientist Gorou Satou visits them for a consultation, and therein lies the beginning of an outlandish new story...
